One Maryland - President Obama recently appointed Governor O’Malley to serve on the newly created Council of Governors [see the following post (and video), labeled "Paramilitary Police State & Private Prisons"]. The Council was established by President Obama on January 11th, 2010 by Executive Order to strengthen further the partnership between the Federal Government and State governments on matters of national and public safety.

The Council will coordinate with the Secretary of Defense, the Secretary of Homeland Security, and other defense and national security advisors the Council on national security issues that are of mutual interest to State and Federal governments. Specific attention will be given to homeland defense, synchronization and integration of State and Federal military activities, the National Guard and local civilian support for these efforts.

Governor’s National Leadership Positions on Homeland Security

Office of the Governor - Governor Martin O’Malley considers public safety one of the most sacred and important responsibilities shared by those in public service. During his two-term tenure as Mayor of Baltimore, Governor O’Malley gained national prominence as a leading voice for homeland security for the nation's cities as Chairman of the U.S. Conference of Mayors’ Homeland Security Task Force.

In 2004, O’Malley was asked to address a primetime national audience at the Democratic National Convention in Boston to bring attention to the crises facing our nation’s cities in addressing homeland security needs to defend against terrorism.

Since becoming Governor in 2007, Martin O’Malley has been appointed to three national leadership positions, including:
  1. The Council of Governors - appointed by the President of the United States
  2. The Homeland Security Advisory Council - appointed by Secretary of the Department of Homeland Security Janet Napolitano
  3. The NGA Special Committee on Homeland Security and Public Safety – selected by his peers, the nation’s Governors


President Obama Signed a New Executive Order that Forms a Council of Governors

The executive order formed a Council of Governors, pursuant to the National Defense Authorization Act of 2008.

The Council will "strengthen further the partnership between the Federal Government and State governments to protect our Nation and its people and property." Provisions include:

The Council shall meet at the call of the Secretary of Defense or the Co-Chairs of the Council to exchange views, information, or advice with the Secretary of Defense; the Secretary of Homeland Security; the Assistant to the President for Homeland Security and Counterterrorism; the Assistant to the President for Intergovernmental Affairs and Public Engagement; the Assistant Secretary of Defense for Homeland Defense and Americas' Security Affairs; the Commander, United States Northern Command; the Chief, National Guard Bureau; the Commandant of the Coast Guard; and other appropriate officials of the Department of Homeland Security and the Department of Defense, and appropriate officials of other executive departments or agencies as may be designated by the Secretary of Defense or the Secretary of Homeland Security.

(a) matters involving the National Guard of the various States;
(b) homeland defense;
(c) civil support;
(d) synchronization and integration of State and Federal military activities in the United States; and
(e) other matters of mutual interest pertaining to National Guard, homeland defense, and civil support activities.

If you remember, the NSPD-51 "Continuation of Government"--martial law--that vests all power in the executive branch, identifies the individuals who will be responsible for the oversight of the CoG government. Click here for an excerpt.

The directive states that this power could/would be exercised in the case of a "Catastrophic Emergency", meaning "any incident, regardless of location, that results in extraordinary levels of mass casualties, damage, or disruption severely affecting the U.S. population, infrastructure, environment, economy, or government functions ..."
