Israel Escalates ‘Water-Apartheid’ As Illegal Settlers Contaminate Palestinian Water

Israel’s discriminatory allocation of water, along with its theft, destruction and pollution of Palestinian water resources, sparks accusations of racism and apartheid.


Mint Press News - Israeli restrictions on Palestinian water use, as well as damage to water supplies and infrastructure by both Israeli forces and Jewish settlers, continue to deplete the already limited water supplies available to millions of Palestinians in the occupied West Bank and Gaza Strip.
“Water is used by the Israelis to achieve non-water interests, as a tool of punishment,” Dr. Abed Elrahman Tamimi, director of the Palestinian Hydrology Group in Ramallah, told MintPress News.
Meanwhile tens of thousands of Palestinians within Israel continue to lack access to running water, despite their citizenship in the state and the equality they should receive under its laws.

Israel has limited the water available to Palestinians in the Gaza Strip and West Bank since its forces occupied the enclaves, placing them under military rule, in 1967.

‘Scandalously uneven, humiliating and infuriating’

The Oslo II Accord, signed by Israel and Palestine Liberation Organization on Sept. 28, 1995, formalized this disparity, imposing what Israeli newspaper Haaretz writer Amira Hass called “a scandalously uneven, humiliating and infuriating division of the water resources of the West Bank.”

The agreement afforded Palestinians 118 million cubic meters of water per year from the Mountain Aquifer that stretches into Israel from the West Bank, while obligating Israel to sell Palestinians a further 27.9 mcm annually at full price. It also entitled Israel to claim 483 mcm per year – over four times as much – but allocated none to the Gaza Strip, which was left to rely on the small Coastal Aquifer.

According to its own terms, Oslo II should have terminated in Palestinian independence after five years, with a joint committee increasing Palestine’s water allocation through consensus in the meantime. Neither scenario has come to pass.

In coming years, Israel would make clear that it had no intention of ever ending its control of Palestinian water. A June 7, 1997 order reiterated its longstanding policy: “All the water in the land that was occupied again is the property of the State of Israel.”

Successive governments pushed new waves of settlement construction, universally considered war crimes under the fourth Geneva Convention, on Palestinian lands in the West Bank. By 2000, the number of settlers had swelled 26 percent.

Like earlier settlements, the sites of many new units were calculated to maximize Israeli control of Palestinian water. In 2001, then-Israeli Prime Minister Ariel Sharon told Haaretz: “Is it possible today to concede control of the aquifer, which supplies a third of our water? Is it possible to cede the buffer zone in the Jordan Rift Valley? You know, it’s not by accident that the settlements are located where they are.”

Andy Wells - A Mexican councillor has provoked outrage after that homeless people should be put down like animals to keep the number of them on the streets down.

Olga Gutierrez Machorro believes that beggars should be culled with lethal injection, believing it to be in their best interests. She said:
 “Yes they’re a little crazy, but they’re harmless. Which is why I think to myself wouldn’t it be kinder to just give them a lethal injection?”
Unbelievably, Machorro, who is a member of the local government in Tecamachalco, Mexico, is also the councillor responsible for the Vulnerable Groups Commission - who try to find ways to help the homeless and disadvantaged.

Her outrageous remarks, made in an interview with the local newspaper Cambio, came when she alleged the Tecamachalco government, led by Ines Lopez, lacked the necessary resources to deal with beggars who are increasing in number on the streets.

She alleged that killing beggars was already going on unofficially, and added that the local psychiatric hospital, El Batan, often just deposited patients deemed “un-aggressive” in the middle of the motorways at night, where they are killed by cars but also cause accidents that put others at risk.

Machorro has previously offered her own home as sanctuary for those on the streets, but claimed this was not a long term solution.

The councillor’s comments were blasted by locals and she has since apologised.

She has now promised a new action plan which is to be put forward to the government in a bid to solve the problem.

Skull and Bones: The disgusting initiation ceremonies at the heart of the American Establishment

Yale Skull and Bones initiates of 1918. Prescott Bush, George W Bush's grandfather, who funnelled massive loans from Wall Street to Nazi Germany in the 1930s and even into the Second World War, is standing left of the clock.

It's the primal scene of American power, of Bush family values. For two centuries, the initiation rite of Skull and Bones has shaped the character of the men who have shaped the American character, including two Presidents named Bush.

And last Saturday, April 14, 2001 - for the first time ever - that long-secret rite was witnessed by a team of outsiders, including this writer.

Using high-tech night-vision video equipment able to peer through the gloom into the inner courtyard of the Skull and Bones "Tomb" in New Haven, The Observer team witnessed:
  • The George W. effect: intoxicated by renewed proximity to Presidential power, a robed Bonesman posing as George W. harangued initiates in an eerily accurate Texas drawl: "I'm gonna ream you like I reamed Al Gore" and "I'm gonna kill you like I killed Al Gore."
  • Privileged Skull and Bones members mocked the assault on Abner Louima by crying out repeatedly, "Take that plunger out of my ass!"
  • Skull and Bones members hurled obscene sexual insults ("lick my bumhole") at initiates as they were forced to kneel and kiss a skull at the feet of the initiators.
  • Other members acted out the tableau of a throat-cutting ritual murder.
It's important to remember this is not some fraternity initiation. It is an initiation far more secret - and far more significant, in terms of real power in the United States - than that of the Cosa Nostra. If the Bushes are "the WASP Corleones" - as the ever more stingingly waspish Maureen Dowd has suggested - this is how their "made men" (and women) are made. It's an initiation ceremony that has bonded diplomats, media moguls, bankers and spies into a lifelong, multi-generational fellowship far more influential than any fraternity. It was - and still remains - the heart of the heart of the American establishment.

Further revelations turned up by the Observer Bones Investigation Unit include:
  • The words to the secret Skull and Bones "death mantra."
  • Copies of the Skull and Bones tax returns, obtained through Freedom of Information Act requests, raise questions about the legitimacy of the secret society's claim to charitable tax-exempt deduction status - particularly relevant considering recent criticism of the Bush tax plan for favoring the privileged few.
  • A possible explanation emerged in the course of the initiation ceremony for George W.'s decision to run for President in the first place.
'The Devil Equals Death'

The Observer Mission Impossible expedition had its inception several months ago with a phone call from Peggy Adler, the research associate on my previous Skull and Bones piece in The Observer (July 17, 2000). She is the demon investigator and former Iran-contra committee staffer who, among other coups, cross-referenced corporate boards to crack the 'RTA code', the corporate shell game by which the corporate shell of the Skull and Bones society, the Russell Trust Association, shielded its paper trail from prying eyes by changing its name to RTA Inc.

Ms. Adler said she had been approached by a member of the Yale community who wanted to share with us a remarkable coup of his own: He had found a way last year, in April of 2000, to audiotape the Skull and Bones initiation ceremony. And he wanted to know if we'd be interested in an attempt to videotape it this time.

And so one afternoon last December, shortly after the Bush electoral victory had been certified, I met with the intrepid fellow; he booted up his laptop and let me listen to the sounds of a ceremony that had been the subject of fevered speculation for nearly two centuries now.

Of course, there is more to Skull and Bones than the mystical mumbo-jumbo of its rituals. The rituals are less important than the relationships - the bonds of power and influence that develop between Skull and Bones initiates after they graduate. But the relationships are first forged by the rituals and the fact that the founders of Time Inc. and the C.I.A., as well as several Secretaries of State and National Security Advisors - the men who made the decision to drop the Hiroshima bomb, invade the Bay of Pigs and plunge us into Vietnam, the Tafts, the Bundys, the Buckleys, the Harrimans, the Lovetts - all took part in this initiation ritual may have something to do with the real world power of those bonds. The unspoken understanding, the comfort level with the clandestine, the nods and winks with which power is exercised.

The initiation ceremony begins the process of inculcating into the elect of the elite (just 15 out of 1,300 in every Yale class) the same mystical sense of mission that allowed the British Old Boy network to rule a worldwide empire.

The whole phenomenon is rarely looked into beyond the exotic ritual trappings (although Evan Thomas and Walter Isaacson talk about the world-wide web of Bones foreign policy mandarins in The Wise Men). But it's something I've been investigating off and on for a quarter of a century now. I am the Ahab of Skull and Bones, pursuing the white whale (or white male) leviathan to the utmost depths. As an undergraduate at Yale I lived next door to the Skull and Bones Tomb, and back in 1977 I published the first outsider's investigation into Skull and Bones, its rituals and its influence on American political culture (an updated version of that piece, revised to include my chilly exchange with George and Barbara Bush on Air Force Two, can be found in my recent nonfiction collection, The Secret Parts of Fortune).

And so it was momentous for me to actually hear the sounds of the Skull and Bones initiation on that laptop. But in listening to it, awe gave way to a mixture of puzzlement and embarrassment - and an even deeper, unsatisfied curiosity.

In part it was the fact that the ritual was heard but not seen. My Yale source had found a previously unexploited perch from which to record the sounds of the ceremonies, but could glimpse them only incompletely. He reported a figure dressed like the devil, another one in a hooded-skeleton costume and others in robes. The thing that stood out for me, listening to it, was what I've come to think of as "the death mantra."

Russian President Putin Blames 'U.S. Interference' for Helping Spread Extremism in the Middle East

Slate - Both Barack Obama and Vladimir Putin frequently claim to reject outdated Cold War thinking, but it’s hard to avoid the comparison when both leaders devoted their addresses to the U.N. General Assembly on Monday morning to rejecting the other’s worldview.

Speaking shortly after Obama dismissed Russia’s view that Syria’s Bashar al-Assad can be a partner in fighting ISIS, Putin, making his first address to the General Assembly in a decade, blamed foreign—read: U.S.—interference for helping the spread of extremism in the Middle East. 
“Rather than bringing about reforms, an aggressive foreign interference has resulted in the brazen destruction of institutions,” he said. Addressing “those who’ve caused the situation,” Putin said he’s temped to ask,  “do you realize now what you’ve done?” (Putin never referred to the U.S. specifically, only to an unnamed Voldemort-like malevolent presence doing terrible things in the world.)
Attacking the policies of two U.S. presidents in one fell swoop, Putin noted that the ranks of ISIS include former Iraqi service members who were decommissioned after the 2003 invasion, as well as the “ranks of so-called moderate opposition. First they are armed  and trained, and then they defect to the Islamic State.”

Saying “we cannot allow these criminals who have already tasted blood to return home and continue their evil doings,” Putin argued that ISIS’s growth poses a threat to all nations, including Russia, and called for the formation of an international partnership “similar to the anti-Hitler coalition” in order to fight them. (That would be a coalition with several brutal dictators competing for the role of Stalin.)

This wasn’t the only historical analogy in Putin’s remarks. He also compared western attempts to spread democracy in the Middle East to Soviet-era experiments in spreading Communism around the globe, suggesting they were destined for similar failure.
“No one has to conform to a single development model that someone has recognized as the only right one,” he said.
Moments after Obama rejected the notion of a “conspiracy of U.S.-controlled NGOs” to overthrow governments around the world, Putin described the 2014 overthrow of Ukraine’s government as a “military coup” that was “orchestrated from outside.”

Putin also defended Russia’s use of its veto at the U.N. Security Council, which U.S. officials say undermines the authority of the body by shielding violators of international law from criticism and sanctions. Russia’s response is that the U.S. is simply irritated by a check on its unrestrained power in international affairs. Putin rejected criticism of Russia’s veto as “a dangerous attempt to “undermine the legitimacy of the United Nations” by a power who “thought they knew better and didn’t have to reckon with the UN.”

Wonder who he could be talking about.

AP - When world leaders convene for the U.N. General Assembly this week, it will be a year since the U.S. president declared the formation of an international coalition to "degrade and ultimately destroy" the Islamic State group.

Despite billions of dollars spent and thousands of airstrikes, the campaign appears to have made little impact.

The extremist group may control slightly less territory than a year ago, but it continues to launch attacks and maintains key strongholds in Syria and Iraq. The militants' reach has expanded to other countries, including Libya, Egypt's Sinai Peninsula and Afghanistan.

U.S.-led airstrikes helped Syrian Kurds hold the strategic border town of Kobani in January, and seize another key border town, Tal Abyad, this summer. But a much-touted offensive to oust IS militants from the Iraqi city of Ramadi remains stalled; there have been grave losses among the few Syrian rebels trained by the U.S. to fight IS; an IS-free zone announced by Turkey and the U.S. has failed to materialize.

At the same time, growing concern about the Syrian refugee crisis and reports that IS may be planning attacks against Europe may spur some countries to get more involved in the anti-IS coalition. On Sunday, President Francois Hollande announced that French jet fighters had carried out their first airstrikes against IS targets in Syria. France had previously limited its air campaign to IS targets in Iraq.

But short of sending in ground forces — an option Western countries are not willing to entertain — the stalemate in the war against the Islamic State group is likely to persist.
"Quite simply, the countries best-placed to contribute meaningfully to the anti-ISIS effort do not share the same interests in Syria," said Faysal Itani, a resident fellow at the Atlantic Council, using an alternate acronym for the Islamic State group.
The Russian military buildup of aircraft, missiles, tanks and other equipment is complicating the fight against IS militants in Syria.

Russia's declared purpose is helping the government of President Bashar Assad battle the Islamic extremists, and Moscow has urged the West to go along. In an interview broadcast ahead of his meeting on Monday with President Barack Obama, Russian President Vladimir Putin sharply criticized U.S. military support for Syrian rebels, describing it as illegal and useless.

The Daily Beast - His regional warmongering may be a ploy by a desperate politician, but the successor to Hugo Chavez has grown so erratic some are calling him “the South American Hitler.”

Is Venezuelan President Nicolás Maduro, once a mild-mannered bus driver, steering the world’s 13th-largest oil producer straight off a cliff?

Within the last few weeks he’s come to the brink of war with not one but two neighboring countries. A dispute last month with Colombia resulted in tens of thousands of refugees scrambling from a border region and caused one local politician to label him “The South American Hitler.” Last week saw Maduro accused of plotting to invade Guyana, his neighbor to the east. 

While experts warn that such risky behavior could destabilize the entire region, Maduro himself accuses Bogotá and Washington of being in league to overthrow him—and also boasts of having spies in the White House.



So just what is Maduro hoping to gain from all of this?

Hand-picked by the late socialist strongman Hugo Chavez as his replacement in 2013, Maduro has overseen the swift and profound decline of Venezuela—from an oil-rich, leftist powerhouse under Chavez to an Orwellian dystopia, complete with the highest inflation rate in the world. When oil prices were high and revenues extravagant, that cushioned the people to some extent from the incompetence of the government. But that buffer is long gone.

Violent crime and kidnappings are so rampant that the State Department just issued a travel alert warning away U.S. citizens. And commodity shortages have become so severe that it’s sometimes impossible to buy a roll of toilet paper in Caracas. 

Like many autocrats, Maduro appears to suffer from an acute case of political paranoia. He has cracked down on opposition leadership—handing out a 14-year-prison sentence to popular opposition leader Leopold Lopez this month over trumped up charges. And he’s repeatedly authorized the use of deadly force against demonstrators he sees as a threat to his regime.
Not is Maduro’s persecution complex limited to domestic affairs. He recently claimed neighboring Colombia and Guyana are waging “economic war” against Venezuela—charges which conveniently justify violating the sovereignty of both nations. 
“If he believes a lot of what he’s saying about the conspiracy theories against him, then he’s not the sanest man in the world,” says Adam Isaacson, a senior associate with the Washington Office on Latin America (WOLA), in an interview with The Daily Beast.

“Internationally there’s no trust of Maduro at all,” Isaacson says. “He says things that aren’t true, and he’s quite erratic.”
Among his strange declarations to the press: claiming to receive advice from the deceased Chavez via a talking bird.

Such is the state of things at the moment, that “one of the main interests of the international community now is to prevent a catastrophic implosion,” says Isaacson, because that could have disastrous implications for the entire region. 
“Something very ugly could happen in the next few months,” he warns.
Something very ugly has already happened along Venezuela’s 1,500-mile border with Colombia, where Maduro’s forces have been involved in attacks on migrants for the last five weeks.

IDF Gears Up for Possible Ground Operation with Russian-Armed Hezbollah

PJ Media - According to one Kuwaiti paper, the Russians have armed Hezbollah with Soviet-era tanks, despite the fact that Putin reportedly did not oppose Netanyahu’s statement that Israel would act “to thwart the deadly weapons transfers from the Syrian army to Hezbollah.”

Hezbollah is the militant Islamic terror organization operating out of Lebanon with the financial backing of Iran and Syria. The folks who hate Israel and view the ISIS rebellion against the Syrian government as a “Zionist conspiracy” are being armed by Russia with tanks. Granted, Soviet-era tanks, but tanks nonetheless.

Russia has joined with Syria and Iran to create a “joint operations room” to address the Islamic State uprising:
The newspaper quotes official sources as saying that each party will be responsible for particular areas of Syria, with Russia operating in Latakia, Hama and some parts of the Aleppo province, while Iran will be defending the capital Damascus and down to Quneitra on the Syrian side of the Golan Heights. The report also states that some 100 Iranian special forces trained in urban warfare have arrived in Damascus.
As a result, Israel is preparing for potential terror attacks along the border with Syria:
Meanwhile, the Israel Defense Forces has been preparing for a possible ground operation on the Syrian side of the Golan in the event of sustained rocket strikes or coordinated terror attacks against Israel either by Sunni jihadists or Hezbollah. 
The number of Islamists flooding into the area close to the border with Israel has the IDF on high alert, Channel 2 reported last month, adding that the military had held a large-scale drill simulating a possible advance into Syria and the evacuation of Israeli civilians from border communities.
The news comes shortly after Netanyahu’s visit to the Kremlin. During the visit, he confronted Putin directly about Iranian and Syrian arms transfers to Hezbollah and the potential for those weapons to be used against Israel. Putin dismissed the idea, stating that Syria was too busy fighting against ISIS to fight “on another front.”

AFP - Palestinians and Israeli security forces clashed at Jerusalem's flashpoint Al-Aqsa mosque compound on Sunday, with further trouble feared in the week ahead as Jews celebrate the Sukkot holiday.

After the brief clashes on what was the last day of the Muslim Eid al-Adha holiday, Palestinian protesters prepared "to defend" the mosque during the eight-day Jewish festival, stocking stones inside the shrine and planning to sleep in it.

The Sukkot holiday which started at sunset is expected to lead to an increase in Jewish visitors to the Al-Aqsa compound, known to Jews as the Temple Mount.

In Sunday's disturbances, young masked Palestinians "threw stones and fireworks at police and border police forces," who responded with "riot dispersal means", police said.

Calm returned to the compound later in the morning and most police were withdrawn, an AFP journalist reported.

Muslims have been alarmed by an increase in visits by Jews and fear rules governing the compound will be changed.

Al-Aqsa, the third holiest site in Islam, is also the most sacred place in Judaism. Jews are allowed to visit but not to pray to avoid provoking tensions.

Israeli Prime Minister Benjamin Netanyahu has said repeatedly he is committed to maintaining the status quo at the site despite the views of some hardliners within his governing coalition.

Visits by Jews were stopped on Sunday and age restrictions on Muslim men entering the compound lifted for the Muslim holiday. But a ban on under-50s was re-imposed as Sukkot started.

Recent weeks have seen a series of Jewish holidays during which there has an been an uptick in visits by Jews that have sparked repeated clashes. The same situation is feared over Sukkot.

- 'Defend our mosque' -

The radical northern branch of the Islamic Movement in Israel and the Higher Arab Monitoring Committee, which represents Arab communities in Israel, had urged Muslims to go to the compound to defend it on Sunday.

Around 150 people were seen at the compound sporting green Islamic Movement caps, as well as several Arab Israeli deputies.
"Al-Aqsa is a holy place, but it is also a national symbol for Palestinians and all Arabs," said Sheikh Kamal Khabit, deputy head of the Islamic Movement.

"Jewish extremists want to destroy Al-Aqsa to build a third temple."

The United States is at war with a very different, mythic Islam of its own making that has nothing at all to do with this Islam of the Qur’an.

To make sense of that conjured threat, scholarly studies of Islam or Islamic movements are of no help at all. Even the examination of the real-world history and practice of empire has limited value, unless the perceived Islamic dimension is considered.

The American imperial project cannot be brought into clear view without assessment of the distinctive rationale that the Islamist Imaginary provides. The task is not an easy one. The Islamist Imaginary has no simple and unitary existence. Rather, it is a complex amalgam that shapes both the delusions of empire and a conjured threat to imperial power into a co-evolving composite. It is a “difficult whole,” in the helpful language of complexity theory.

The Islamist Imaginary, unlike Islam itself and political movements of Islamic inspiration, does not exist outside of the imperial interests that shape it. It has no independent cultural or historical reality, outside its role as predatory threat to Western global interests.

The American empire, in turn, requires a hostile and threatening enemy, which today takes the form of Islam of its imagination, to realize and rationalize its expansionist project that must remain unacknowledged and unspoken.

The two elements of the imaginary and empire co-evolve. The needs of a threatened empire as vulnerable victim change over time. The Islamist Imaginary transforms itself to meet those needs. 

Imaginary and empire circle one another in a dance of predator and prey. Their roles are interchangeable, a clear sign that they are not entirely real. The predator is prey; the prey is predator. They develop in tandem in a complex process of mutual adaptation. Boundaries give way between the real and the imagined. In the end it is the imagined that haunts our imaginations and drives our policies.

The idea of the co-evolution of Islam and empire in the Islamist Imaginary is not as strange as it might at first seem. Scholars know that the entanglement of Islam and empire has an intricate chain of precedents. Edward Said provided a useful starting point for analyzing these complex linkages with his frequently quoted assertion that ours is an age of “many Islams.” It is also the time of the singular American empire. He pointed out that Islam and empire have an intricate history of connections.

The dominant notion of civilizational conflict between the Islamic world and the West rightly highlights the Islamic ideological roots of the most persistent resistances to American global dominance, provided that we recognize that the conflict has political and economic causes. However, this same notion obscures an important history of instrumental cooperation between Islam and the United States. American assertions of imperial power have had a consistent and often compliant Islamic dimension. It is now rarely acknowledged, though, that the cooperative dimension is at least as important for understanding the relationship today of the Islamic world and the West as the contrary record of oppositions to American hegemony of Islamic inspiration.

Of the “many Islams,” America has for decades actively fostered and manipulated its own useful preferences. These “preferred Islams” of earlier periods are part of the story of the Islamist Imaginary of our own. The consequences of the manipulations of these preferred Islams have not always been those intended, at least not in the long run. They have often entailed violence that in the end was turned back first on U.S. clients and then on the United States itself. Yet, for all these qualifications, it remains true that the preferred Islams, cultivated and shaped by the United States, have been critical to the post–World War II projections of American power.

At the end of World War II, President Roosevelt made an historic agreement with the house of Saud in Saudi Arabia. In exchange for privileged access to oil, the United States guaranteed the royal family’s hold on power, declaring the defense of Saudi Arabia a vital U.S. interest. The eighteenth-century origins of the current Saudi regime in the alliance between Muhammad Ibn Sa’ud, a local chieftain, and Ibn Abdul Wahhab, a puritanical and ultraconservative Islamic reformer, proved no obstacle.

AP - In some places, trendy bars and cafes touch the walls of the buffer zone. "Club Med," some peacekeepers call their posting. They know the job has become far more dangerous almost everywhere else the U.N. has forces — notably Mali, where al-Qaida-linked fighters have claimed responsibility for deadly attacks.

Suicide bombings, improvised explosive devices and combatants with little regard for the rules of war are making the work of nearly 125,000 U.N. peacekeepers look more and more like counter terrorism operations.
  1. Some U.N. member states balk at sending their troops into such conditions to protect civilians.  
  2. Others ask how heavily armored U.N. troops can promote peace.  
  3. And new allegations of sexual abuses by U.N. peacekeepers expose deep gaps in training and accountability.
President Barack Obama takes on these issues next Monday when he chairs a U.N. meeting aimed at persuading European and other countries to send money, people and high-tech tools to peacekeeping missions in some of the world's volatile places, from South Sudan to the Golan Heights on the Syria-Israel border.

It's a high-profile attempt to shove the "blue helmets" — now engaged in 16 missions at a cost of $8.2 billion — into modern times.

The new peacekeeping vision calls for special forces, unarmed drones and intelligence work that brings the U.N. closer than ever to the sensitive issue of electronic surveillance.

The U.N. mission in northern Mali is already a testing ground for these approaches. Peacekeepers seek to calm a vast region of the Sahara, but 40 have been killed in little over two years. Only the U.N. mission in Lebanon, where peacekeepers have operated since 1978, has more total deaths.

Alarmed by the toll in Mali, the U.S. military stepped in to help the U.N. mission counter IEDs. And several European countries staff an intelligence cell there, unprecedented in U.N. peacekeeping, that analyzes input from unarmed drones, sensor-equipped attack helicopters and special forces.

Soon, the mission will be using long-range drones, a senior U.N. official told reporters on Thursday, speaking on condition of anonymity because the details were private.

As the leader of the country that pays a quarter of the U.N. peacekeeping budget, Obama's goal is to get other nations to step up in similar ways.

Far from the decades-old mandate of the Cyprus mission, where force is only used in self-defense, U.N. peacekeeping now seeks the kinds of tools recently used in the war in Afghanistan.

The goal is "small units of high quality," said Jim Della-Giacoma, deputy director of the Center on International Cooperation at New York University and a former U.N. political affairs officer. Engineering, air support and improved medical facilities for wounded peacekeepers are other needs.

European countries, which contributed more than 40 percent of U.N. peacekeepers two decades ago but now provide less than 7 percent, are crucial to the changes in mind. So are East Asian countries, with China's peacekeeping involvement relatively new and growing.
"It's one of the serious deficiencies of U.N. peacekeeping today that the developed world — the people who have the capacities — are not participating," said Lt. Gen. Satish Nambiar, who led the U.N. peacekeeping mission in the former Yugoslavia in the 1990s.
The wars in Iraq and Afghanistan are now almost over, Nambiar said, meaning there are no more excuses.
More than 40 heads of state have signed up for Monday's meeting, but in order to speak, a country must announce a new peacekeeping contribution, according to Samantha Power, the U.S. ambassador to the United Nations. European countries make up roughly half the speakers.

Some countries have grumbled at the speaking rule. But the influence of the United States is clear. "To be honest, it's much more difficult to turn the U.S. down when asking for something than turning the U.N. down," said one Western European country's military adviser. He spoke on condition of anonymity because he was not authorized to speak publicly.

A U.S. official on Tuesday said European countries are expected to announce the contribution of "one or two discrete military units" such as an engineering company or a field hospital, and the overall pledges of new troops should "significantly exceed" a goal of 10,000. Obama's effort comes amid a peacekeeping crisis. In recent weeks, the mission in Central African Republic has faced multiple allegations of sexual abuse, including against minors, that prompted Secretary-General Ban Ki-moon to take the unprecedented step of asking the head of mission to resign.

He has taken the name of Francis and was not considered to be one of the front runners. He is the first Jesuit pope and the first non-European pope since the 8th century. It has been 1,272 years since a non-European pope led the Church, and is particularly appropriate today, as the number of Catholics have declined in Europe, but grown significantly throughout Latin America. Pope Francis landed on U.S. soil for the first time just before 4 p.m. ET on Tuesday, September 22, 2015, launching a six-day visit. Francis became the fourth head of the Catholic Church to visit the United States, nearly 50 years after Paul VI made the first visit by a pontiff to the country in October 1965. Thursday could be the most politically significant day of his trip, with the first-ever joint address to Congress by a pontiff. He'll then head to New York, where he will host a religious service at the ground zero site of the September 11 attacks in 2001 and address the United Nations. While he is certain of a warm welcome, Francis' trip will include uncomfortable moments — as is typical of a pontiff who has disrupted the status quo and questioned the morality of modern society. On September 24, 2015, upon invitation by House Speaker John Boehner (R-OH), the pope deliverd an "historic address" to Congress. He was welcomed enthusiastically to a House chamber packed with Supreme Court justices, Cabinet officials, and lawmakers of both parties, uniting the bickering factions as all stood to cheer his arrival. The sergeant at arms intoned "Mr. Speaker, the pope of the Holy See," and Francis made his way up the center aisle in his white robes, moving slowly as lawmakers applauded, some inclining their heads in bows. He spoke from the same dais where presidents deliver their State of the Union speeches. Behind him sat Vice President Joe Biden and House Speaker John Boehner, the first and second in line to the presidency, both Catholics. He reiterated his stance on climate change, "the environmental deterioration caused by human activity" [the day before he was cheered by jubilant crowds as he visited the White House — where he and President Barack Obama embraced each other's warnings on climate change]. According to The Associated Press, "Francis, 78, enjoys approval ratings the envy of any U.S. politician as he's remade the image of the Catholic Church toward openness and compassion, yet without changing fundamental church doctrine. Addressing a chamber full of elected officials, he may have been the most adept politician in the room."

In a leaked Vatican encyclical intended for a broad church, Pope Francis falls squarely on the side of current scientific thinking [of scientists paid by the government to support its bogus theory that man is the primary cause of changes in the climate]. As The New York Times reports, the pope doesn't have a rosy view of our environmental condition. He said: "The earth, our home, is beginning to look more and more like an immense pile of filth. In many parts of the planet, the elderly lament that once beautiful landscapes are now covered with rubbish." The pope said he supported stricter environmental laws. He insisted that "most global warming in recent decades is due to the great concentration of greenhouse gases." This he put down to the way that humans have chosen to live. Those who align their politics with the notion that climate change isn't man-made have been critical of the pope. Water vapor is the overwhelming greenhouse gas [it is 30 to 50 times more important than carbon dioxide (CO2)], and CO2 attributed to man is minuscule. Yet government-paid scientists claim HUMAN-INDUCED CO2 is the primary climate driver and must be eliminated to save the earth. Of course, man is prideful enough to think he is a major player when in actuality man is an insignificant producer of CO2.

There is always climate change, a fact that has been universally recognized from time immemorial. But the mendacious implication that a naturally variable climate is the result of the harmless and beneficial tiny trace gas CO2 has been repeatedly falsified. Carbon dioxide [which the scientifically illiterate refer to as "carbon"] is as essential to life on Earth as H2O; life could not exist without CO2. CO2 causes NO measurable rise in temperature. None. For the touchy-feely boneheads, I repeat: NONE. There is no “climate crisis,” and those promoting that canard are trying to scam the public. They are either as dishonest as any common thief, or they are ignorant. Most likely both. The current climate is entirely normal, and well within its historical parameters. Follow the money. Somebody is looking to make a killing out of "global warning" panic. Climate change is like a new religion: to question is blasphemy and a crime against nature. There are not yet enough windmills/solar panels/electric autos, etc. to power us. Guess what, all that has to be manufactured from current energy. Shut it all down and we will be in mud huts, herding cattle and goats, polluting the air with millions of camp fires, not to mention the resulting increase in forest fires. Think you can do without computers, your smart phones, your planes, trains and automobiles? Newsweek - A Palestinian activist group released photographs on Wednesday that they say show the moment before a Palestinian woman is shot dead by Israeli forces at a checkpoint in the West Bank city of Hebron. The Israeli military says the shooting took place after the woman attempted to stab an Israeli soldier.

The Hebron-based Youth Against Settlements group, which advocates civil disobedience and non-violent measures to protest against the Israeli occupation in the West Bank, published the photographs, which they say show Hadeel al-Hashlamon, 19, standing before an Israeli soldier who appears to be pointing his gun at her. A black bag can be seen in the images but no knife is visible.

The Israeli military confirmed to Newsweek in a statement that its personnel had shot a female Palestinian on Tuesday in Hebron. Shoham Ruvio, spokesperson for Jerusalem's Shaare Zedek Medical Center, the Israeli hospital to which Hashlamon was transported after the shooting, confirmed to The New York Times that the Palestinian teenager had died as a result of her wounds on Tuesday.

The shooting prompted clashes between Palestinian residents of Hebron and Israeli forces, with Palestinians throwing rocks and Israeli forces responding with tear gas.

Issa Amro, founder of the Youth Against Settlements group, told Newsweek that a local volunteer who was at the scene took the photographs. Amro said the photographer did not want to be named out of fear for his safety.

The Israeli military sent Newsweek a photograph from the scene showing a knife they say belonged to Hashlamon. Activists in the city say the young woman did not have a knife on her person and accused the Israeli military of planting the weapon.

Reuters - Iran's Supreme Leader Ayatollah Ali Khamenei denounced Israel on Wednesday for what he called its "insult" to Jerusalem's Al-Aqsa mosque in connection with Israeli actions at one of Islam's holiest places.

Israeli-Palestinian strife has risen sharply in recent weeks as Arab states and Palestinians have accused Israeli forces of violations at the mosque.
"The Zionist regime's crimes in Palestine and repeated insult of the sacred sanctuary of the al-Aqsa Mosque ... are the foremost problem for Muslims," Khamenei was quoted as saying by his official website.
Khamenei described Israeli behavior towards Palestinians as the "ultimate degree of ruthlessness and evil".

Israel captured the site when it seized East Jerusalem and the rest of the West Bank from Jordan in the 1967 Middle East War. It left al Aqsa under the religious control of Muslim authorities, but Palestinians fear that control is being eroded by increasing visits by Jewish groups.

Israeli Prime Minister Benjamin Netanyahu's office said last week that Israel was committed to maintaining the status quo and that Palestinian "rioters" would not be allowed to prevent Jews visiting the area. Jews refer to the area as Temple Mount, where an ancient Jewish temple once stood, and it is the most sacred place in Judaism.

In another passage in the statement, Khamenei appeared to blame Saudi authorities for a Sept. 11 crane collapse onto Mecca's Grand Mosque that killed 107 haj pilgrims.

"It's true those who passed away in this incident found salvation and rejoined God ... but this will not take the responsibility off the shoulders of those who should provide security for pilgrims," Khamenei said.
The incident, which happened in a dust storm days before the annual haj pilgrimage in the city, was embarrassing to the country's ruling Al Saud dynasty because it presents itself as the custodian of Islam's most sacred places.

An initial Saudi government investigation into the incident found that Saudi Arabia's largest contractor, Saudi Binladin Group, had not secured it in accordance with its instruction manual.

Reuters - More than half of Palestinians no longer support a two-state solution to the conflict with Israel, a survey released on Monday showed, rejecting the goal that has underpinned four decades of international diplomacy.

The poll by the Palestinian Center for Policy and Survey Research, a leading research group in the Palestinian territories, found that 51 percent of Palestinians oppose the two-state solution while 48 percent support it.

The figures were down from 51 percent support and 48 percent opposition three months ago. The survey was carried out on 1,270 people in the occupied West Bank and in Gaza from Sept. 17-19.

The two-state solution - an independent Palestine existing side-by-side with Israel - has been the broad objective of negotiations since the mid-1970s and the overriding focus of U.S.-led diplomacy for the past 20 years.

Perhaps more worrying from a sentiment point of view is that nearly two-thirds of those surveyed (65 percent) said they did not believe the two-state solution was any longer practical because of Israel's settlement expansion in the West Bank.

The decision to equip Israeli police with the Ruger rifles was made nearly three weeks after Prime Minister Binyamin Netanyahu urged security officials to consider changes to law enforcement policy, in order to deal with the stone throwers. 


Mint Press News - Israeli police can now use snipers to open fire on stone-throwing Palestinian and Bedouin youth in some parts of the country. While government officials say the snipers are non-lethal, the weapons have killed Palestinian children in the past.

Police in Jerusalem and southern parts of Israel will now be equipped Ruger .22-caliber rifles to shoot at the stone throwers, who have recently targeted car passengers and houses. According to the policy shift, authorized by Attorney General Yehuda Weinstein, officers can only shoot if the stone throwers are endangering the lives of people in cars or houses. Police are only permitted to fire at targets’ legs, and officers are expected to participate in sharpshooting training at the National Police Academy.

But even with those restrictions, the policy could lead to the deaths of more kids. In July, 17-year-old Mohammed Kasbeh, was shot and killed for throwing rocks at an IDF commander’s vehicle. Commander Col Yisrael Shomer said he fired because he feared for his life as Palestinian youth threw rocks at his military vehicle. Witnesses counter that claim, saying Kasbeh did throw stones, but attempted to flee when Israeli soldiers chased after him on foot. A medical examiner concluded Kasbeh was shot in the back and head.

The decision to equip Israeli police with the Ruger rifles was made nearly three weeks after Prime Minister Binyamin Netanyahu urged security officials to consider changes to law enforcement policy, in order to deal with the stone throwers. Prior to the policy shift, the ability to use the rifles was limited to the Israel Defense Force (IDF).
“Since the justice system finds it difficult to deal with minors who throw rocks, changes to orders on opening fire towards stone- and petrol bomb-throwers will be examined,” the Prime Minister’s office wrote in a statement earlier this month. 
At the time, Netanyahu also shared his zero-tolerance view on stone-throwing. He also plans to fast-track a law to enforce 20-year minimum prison sentences for people who throw stones and firebombs at moving cars.

Critics of the new policy, including Palestine Liberation Organisation executive Wasel Abu Youssef, say it’s a way to kill Palestinians outright. “This rightist Israeli fanatic government is pursuing its criminal policy to kill Palestinians. The new regulations would mean more escalation, killings and crimes against our people,” he told the Guardian.

Claims that the rifles are non-lethal have also drawn scrutiny. Israeli police were once authorizedto use them in the past, but during the Palestinian uprising known as the Second Intifada, the weapons killed a number of youth in the West Bank. Police were subsequently prohibited from using the guns.

Israeli authorities are debating measures to curb rising unrest in Jerusalem, including a law that mandates “minimum punishments” for the throwing of rocks and firebombs. Israeli and Palestinian officials have blamed each other for instigating the latest round of violence in Jerusalem, which has centered around the holy site known to Jews as the Temple Mount and Arabs as al-Haram al-Sharif, or the Noble Sanctuary. The site, captured by Israel in the 1967 Middle East war, is a regular flashpoint for unrest. Prime Minister Benjamin Netanyahu said Israeli police have begun implementing orders giving them wider discretion in using live fire against rioters. “Stones and firebombs are deadly weapons; they kill and have killed,” Netanyahu said on Sunday. “Therefore, in recent days we have changed the open-fire orders for police in Jerusalem. Already over the weekend they used the new measures under the new orders and immediately hit those throwing stones and firebombs.” The cabinet also discussed imposing fines on parents of minors convicted of violence, according to a statement from the prime minister’s office. An Israeli driver was killed last week in Jerusalem after he lost control of his vehicle while it was pelted by Arab stone-throwers, according to police. Netanyahu defended police actions at the Jerusalem shrine. He said Israel is trying to maintain a status quo in place since 1967, granting Muslim religious authorities control over the site’s mosques while allowing for Jewish and Christian visitors to visit the hilltop compound in Jerusalem’s historic Old City. Jerusalem's worrying al-Aqsa clashes, explained

Vox - The Israel-Palestine conflict has been out of the news of late — but a new round of violence in the West Bank and in east Jerusalem, which is predominantly Arab, has brought it back into focus.

Clashes over the past few days, between Israeli police and Palestinian protesters, have reportedly wounded dozens of people on both sides. This began several days ago in East Jerusalem, but has spread to other parts of the West Bank. Israel called up hundreds of reserve policemen on Friday and stepped up its police presence in East Jerusalem.

While these clashes were triggered by a recent dispute over a part of Jerusalem, they're symptoms of the inherent instability of the Israel-Palestine conflict, in which the slightest provocation can trigger this kind of violence. This is just a feature of the status quo.

What triggered the violence: al-Aqsa and stonethrowing

This all began on Sunday, near Jerusalem's most controversial religious site: what Jews call the Temple Mount and Muslims call the Noble Sanctuary. The East Jerusalem hill is Judaism's holiest place, home to the Western Wall, and Islam's third-holiest site, the al-Aqsa mosque.

Just before the holiday began Sunday, "Palestinians barricaded themselves inside the Al-Aqsa Mosque and threw rocks and firecrackers at officers," according to Associated Press story. "Police said pipe bombs were also found there."

Why they did this isn't totally clear, though it appears to be related to a long-running campaign by radical Jewish activists to assert exclusive Jewish control over the holy site. Jeremy Pressman, an expert on the conflict at the University of Connecticut, sees the timing as relevant: Palestinians may have expected provocations from Jewish extremists timed to the holiday, Rosh Hashanah.
"Why were Palestinians potentially holed up and marshaling forces on the Temple Mount/Noble Sanctuary? I assume that they know when the Jewish New Year is, and they were anticipating visits from Jewish radicals," he told me in a phone conversation.
The Israeli police stormed the mosque and seized the rock stockpiles and what they say were pipe bombs.

That didn't end things. According to the AP, "police entered the hilltop compound three days in a row to disperse Palestinians who had holed up inside the mosque with stockpiles of rocks and fireworks." This prompted "condemnations across the Arab world" of the incursions into the Muslim holy site.

That was the key triggering event of all this: Palestinians are angry about what they see as an Israeli threat to their access to an Islamic holy site, and have taken to the streets in protest.

But something else happened on Sunday that's important to understanding this violence.

The Protocols of Zion in Modern English

NPR - This is the story of the United States, the atom and Iran.

It's the story of a historic nuclear agreement — a story we may be tempted to think we know. After all, Congress just finished a chaotic debate that ended when lawmakers failed to block the deal. There was no solemn national moment of decision — no up-or-down vote, as with a treaty or a war.

But this was just the latest twist in a long and complex tale that dates back more than a half-century.
"The Iranian nuclear program has deep roots. In fact, it is four years older than President Obama," says Ali Vaez, the International Crisis Group's senior analyst for Iran. Vaez grew up in Iran, which means the nuclear program is a personal story for him.

"It started in 1957," he says, "and ironically, it is a creation of the United States. The U.S. provided Iran with its first research reactor — a nuclear reactor, a 5-megawatt nuclear reactor that is still functioning and still operational in Tehran."
The U.S. built that nuclear reactor on the campus of Tehran University. It also provided Iran with fuel for that reactor — weapons-grade enriched uranium.

It seemed like a good idea at the time.

Ayatollah Khomeni famously said the unfinished nuclear power plants in Bushehr should be used as silos to store wheat.

It was part of President Eisenhower's Atoms for Peace program, an initiative to provide countries with peaceful, civilian nuclear technologies in the hope that they wouldn't pursue military nuclear programs.
The beneficiaries included Israel, India, Pakistan — and Iran, then ruled by a U.S.-backed monarch, Shah Reza Pahlavi.

Under the program, many countries received what Iran did: their own small reactors, their own dollops of fuel. But, says Vaez, "as a result of the oil boom of the 1970s, that [Iranian] nuclear program morphed into a full-fledged civilian nuclear program."

The Iranians had money to exploit the knowledge they were given, and to develop scientific minds. Iran provided the Massachusetts Institute of Technology with a $20 million endowment in the 1970s to train Iranian nuclear scientists, Vaez says.
"The majority of people who returned to the country and started running the nuclear program were trained at MIT," he notes.
The trainees have been central to Iran's nuclear program ever since.

Syria has at least 2.5 billion barrels of oil in its fields, making it the next largest Middle Eastern oil producer after Iraq. After ten unproductive years, the oil companies dependent on the Kirkuk-Banias pipeline's output are eager to get the pipeline operational again. The tension over the Syrian oil situation is certainly being felt by wealthy investors in the markets, who are thus dictating US foreign policy. U.S. says Assad must go, timing down to negotiation

Reuters - U.S. Secretary of State John Kerry said on Saturday Syria's President Bashar al-Assad has to go but the timing of his departure should be decided through negotiation.

Speaking after talks with British Foreign Secretary Philip Hammond in London, Kerry called on Russia and Iran to use their influence over Assad to convince him to negotiate a political transition.

Kerry said the United States welcomed Russia's involvement in tackling the Islamic State in Syria but a worsening refugee crisis underscored the need to find a compromise that could also lead to political change in the country.
"We need to get to the negotiation. That is what we're looking for and we hope Russia and Iran, and any other countries with influence, will help to bring about that, because that's what is preventing this crisis from ending," said Kerry.

"We're prepared to negotiate. Is Assad prepared to negotiate, really negotiate? Is Russia prepared to bring him to the table?"
Russia's buildup at Syria's Latakia airbase has raised the possibility of air combat missions in Syrian airspace. Heavy Russian equipment, including tanks, helicopters and naval infantry forces, have been moved to Latakia, U.S. officials say.

AFP - Iran's President Hassan Rouhani has tried to reassure a skeptical American public that when crowds in Tehran chant "Death to America!" they don't mean it personally.

In an interview with the CBS show 60 Minutes to be broadcast Sunday in the United States, the Iranian president said the famous Friday ritual is a reaction to previous Washington policy decisions that hurt Iran.

In April, US President Barack Obama's administration signed a deal with Rouhani's government to release Iran from many of the economic sanctions harming its economy in return for tight controls on its nuclear program.

But many in the United States are still convinced that Iran, which is ultimately led not by Rouhani but by supreme leader Ayatollah Ali Khamenei, remains bent on their country's destruction.

In the fierce domestic American debate over the deal, opponents have often cited the regular appearance of chanting anti-American crowds as evidence of Tehran's true intentions.

But Rouhani, seen as a moderate reformer by the standards of the Islamic republic, attempted to reassure his CBS interviewer Steve Kroft and the wider audience.
"This slogan that is chanted is not a slogan against the American people. Our people respect the American people," he insisted, in an extract from the interview released Friday.

"The Iranian people are not looking for war with any country," he said.

"But at the same time the policies of the United States have been against the national interests of Iranian people, it's understandable that people will demonstrate sensitivity to this issue.

"When the people rose up against the Shah, the United States aggressively supported the Shah until the last moments. In the eight-year war with Iraq, the Americans supported Saddam.

"People will not forget these things. We cannot forget the past, but at the same time our gaze must be towards the future."
Iran rose up against its pro-Western monarch Shah Mohammed Reza Pahlavi in 1979. After the revolt, Iranian radical students took 52 US embassy workers hostage and held them for more than a year.

During the Iran-Iraq war between 1980 and 1988 the United States remained close to the aggressor, Iraqi dictator Saddam Hussein, despite the deaths of up to a million Iranians, many through chemical weapon attacks.
