House Passed Bill Allowing Government to Microchip Citizens with ‘Mental Disabilities’

TRUE ACTIVIST - Though the bill only targets those with conditions such as Alzheimers and autism, critics say the bill’s passage will open a “pandora’s box” of invasive government surveillance.

Six years ago, NBC Nightly News boldly predicted that all Americans would be fitted with RFID microchips by the year 2017. Though at the time, NBC’s prediction seemed far-fetched, the House recently passed a bill that would bring a micro-chipped populace closer to reality before year’s end. Last Thursday, the House passed HR 4919, also known as Kevin and Avonte’s Law, which would allow the US attorney general to award grants to law enforcement for the creation and operation of “locative tracking technology programs.”

Though the program’s mission is to find “individuals with forms of dementia or children with developmental disabilities who have wandered from safe environments,” it provides no restriction on the tracking programs inclusion of other individuals. The bill would also require the attorney general to work with the secretary of health and human services and unnamed health organizations to establish the “best practices” for the use of tracking devices.

Those in support of the legislation maintain that such programs could prevent tragedies where those with mental or cognitive disabilities wandered into dangerous circumstances. Yet, others have called these good intentions a “Trojan horse” for the expansion of a North American police state as the bill’s language could be very broadly interpreted.
“While this initiative may have noble intentions, ‘small and temporary’ programs in the name of safety and security often evolve into permanent and enlarged bureaucracies that infringe on the American people’s freedoms. That is exactly what we have here. A safety problem exists for people with Alzheimer’s, autism and other mental health issues, so the fix, we are told, is to have the Department of Justice, start a tracking program so we can use some device or method to track these individuals 24/7,” Representative Louie Gohmert (R-TX) said in a floor speech opposing the bill.
Gohmert’s assessment is spot-on. Giving local police the authority to decide who is micro-chipped and who is not based on their mental soundness is a recipe for disaster. Though the bill specifically mentions those with Alzheimer and autism, how long before these tracking programs are extended to those with ADHD and Bipolar disorder among other officially recognized disorders. Even the dislike of authority is considered a mental disorder known as “Oppositional Defiant Disorder,” which could also warrant micro-chipping in the future.

If these programs expand unchecked, how long will it be before all Americans are told that mass microchipping is necessary so that law enforcement and the government can better “protect” them?

Many Americans have been content to trade their liberties for increased “security” in the post-9/11 world, particularly when the state uses these talking points. Yet, as Benjamin Franklin once said, “those who surrender freedom for security will not have, nor do they deserve, either one.”

    Phones already track you. They are GPS / Microphone / Camera / Barometer(for the Z tracking. See E911/Intrado) devices. People need to get rid of their mobile phones. They do passive listening on you.
    Here is an experiment I did. I charged my phone to full, turned it off, and turned it back on in a week, but the battery was dead. Then I charged the phone again, turned it off, took out the battery, waited a week, put the battery back in, and turned it back on. The battery was full. Something is draining the power from the phone even when it is "off". Note how the lights on the phone will light up if you keep the phone in silence, then start yelling near it. They are analyzing all this information with A.I. there is no need to have a human listen when they can use A.I. to pull the needle from the haystack.

    Microchips can be made, hell, they are made microscopic folks and already have a list of ways to get in our bodies, via Synthetic Medications? Tainted Water? GMO food? These are ways to microchip us without our consent.

    And if not that way, they will force chips on us if we refuse. Remember, vaccinations were once optional. Now kids can't go to school and people can't work if they aren't vaccinated. Watch out. Chips will be forced.

    This means that for all the hard work Katherine Albrecht did, failed. Sadly her current health issues (she battled and won breast cancer, but now, in 2016 she has two tumors one behind her right are and one behind the left. Cell phone dangers - the tumor behind her right ear is larger as that was her "go-to" side, then as we all do, we say "hang on, just switching ear's", hence the tumor on the left which is slightly smaller - my heart goes out to her).

They staged protests and did all that they could to stop the involuntary chipping. She also fought against the chips at grocery stores on certain products as well as the customer reward cards that when scanned not only gave you savings on products (took ages to build up a $5.00 of your next purchase by the way), but kept a database of what you had purchased, which eventually in this Orwellian world we are entering could and will limit how many cartons of orange juice you may buy in a week, a small example of a huge problem. She was successful, then.

    I am from Canada which means that we too will have this happen to us. I made the mistake of going to a psychiatrist who specialized in medical cocktails. My intent was to have a medical doctor monitor my reduction of Effexor and perhaps have talk therapy to relieve my anxiety. Instead, I walked out with a new diagnosis, Bipolar II and a new medication. Also, it is now permanently in my medical history. I have officially been labeled. The new medication was to silence me and the report was to allow me to apply for government assistance. Out of sight out of mind. Not anymore.

It will rapidly unfold in 2017 and beyond. Having observed the trends and their public activities, I believe they are on a tight schedule and we're about to see some really scary shit happening around the world.

    You guys are a little fuzzy with your microchip logic. You can track rfid chips without them being powered, those are passive tags, the transmitter will power them at short distances. Active tags may use a battery or similar to transmit at greater distances. They have a new technique called "Passive WiFi" which eliminates the amplifier from the transmitter on the remote device (largest power draw on a small IoT type device usually), a base station sends out a signal which is modified by back scatter interference from the remote device and you can pick up the modified signal on a 3rd device. This technique will help them keep a camera or a microphone or a GPS chip powered for a long time from a very small low power battery or perhaps enable integrated systems to harvest enough energy to function from kinetic motion or say small chemical reactions for instance.

    You can get an rfid safe wallet or purse for your cards and your phone has an aeroplane mode for your convenience, privacy and general good health. Bon-voyage.

    In the future, however, all products will be chipped and probably all the physical currency too with everything integrated into the smart grid and all movements and data tallied, indelibly in a blockchain somewhere in the clouds.

    So checked the actual bill and on page 15 it says that the device is to be "non permanent and non invasive" and that it does not "implant a device or other trackable items." Not sure where we got to RFID chips here...seems like this language excludes them. Looks like the bar code tats are also excluded, "does not create an external or internal marker."

    "Voluntary" is what they're claiming... but as the Congressman points out, individual citizens and/or their legal caretakers, are already able to engage in "voluntary" location tracking, as there is no legal precedent prohibiting them from doing so
    . The bill as it sits, regardless of stated intent, serves no other purpose than for use as a pretext to implement INVOLUNTARY mircro-chipping of citizens by the government, at some point in the future.

    Sorry but I don't see any references to a microchip in this text. It says a "NON-INVASIVE AND NON-PERMANENT TRACKING DEVICES". A RFID chip is quiet invasive and permanent (unless it's chirurgically removed) so I think it's not this type of technology that this text talks about .

    It brings up another issue. The rise of all these cases of mental issues. So many more people suffering from them, and besides so many more "disorders" they are coming up with. Eventually you could justify tracking everyone! But try sharing this with all the brain dead govt trusting sheep. They just say "Thats crazy! Theyd never do that."     "(6) NON-INVASIVE AND NON-PERMANENT.—The term “non-invasive and non-permanent” means, with regard to any technology or device, that the procedure to install the technology or device does not create an external or internal marker or implant a device or other trackable items."

    Correct, but the Camel's ass isn't this funding and standards bill, or any Federal law. Jurisdiction over forcible tracking or vaccination is currently the purview of State law and courts (outside of pandemics), the real danger lies in changes among the 50 sets of State laws that are watched much less closely, that might then be adopted as the model for future Federal legislation.

    As it stands now EMTs', firefighters' and hospitals' hands are tied by the state courts (and ironically Obamacare at the federal level) with regards to restraining and sedating patients, regardless of whether they suffer dementia or full blown insanity.

    The voluntary tracking options need to be expanded, particularly in rural areas not served by GSM cell service, and that does require federal grants. However, as it stands in many jurisdictions it's almost impossible to compel, even you are the legal guardian of someone suffering Alzheimers, which I had a relative die of in Virginia last year, so unfortunately I'm all to familiar with the current impediments.

    I can't see where the text PROHIBTS the use of invasive tracking devices. Section 301(6) which you quote is merely a definition. Section 302 (a) (1) requires the Attorney General to ' establish standards and best practices relating to the use of non-invasive and non-permanent tracking technology'. S. 302(a)(2)(A)(iii) similarly requires the Attorney General to determine 'which non-invasive and non-permanent types of tracking devices can be used in compliance with the standards and best practices'. The remainder of S. 302(a)(2) places limitations on the use of devices and data. But I cannot find anything which prohibits the use of invasive tracking technology.

    I've got to be clear about this. I cannot find anything in the act which prohibits the use of chips. This is either sloppy draftmanship or it's an intentional omission so that in the exercise of its powers the Attorney General's office can include invasive devices in the programme in the future.

    I posted this a week ago. My apologies to those who have already watched it.

    One thing he says is that the first he knew about the upcoming vote was because a concerned parent called his office. That parent said he/she could access the same technology through the free market or with help from a charity. He/she did not want the government in any way involved in tracking his/her impaired child.

    He also goes into the mission creep he could envision as a former judge.

    The attorney general would be in charge of the program. Do you want someone like Eric Holder or Loretta Lynch involved in the daily movements of your child/disabled parent/normal citizens?

    This is a continuous tracking chip, not an ID chip like what vets put in dogs.

    This is going on now and your insurer gets every bit of it as well as CMS with those on Medicare. Ask any pharmacist filling prescriptions, they are already seeing patient names on their list, scored with one to five stars. The EQUIPP software program is one such critter out there and Rite Aid is now implementing it. In addition, the pharmacists are required to solicit those patients with diabetes to push them to ask their doctor about taking statins. You can't make this stuff up and it's all run through the pharmacy benefit management companies, the same folks who control what you pay and "front run" you to the drug store before you even arrive. You will pay what the PBM says and not the "cash" price the pharmacy can offer you, if you don't ask. In addition, pharmacists are also under a bit of a gag order to offer you the cash price as it violates the pharmacy benefit management contract the drug store pharmacists have to sign.

    Lawsuits starting to emerge on that topic. So how soon before they implant all with some type of a chip that will record when and how you take your meds? Think about it. There's also bar codes being put on fingernails as well, which could be more temporary, but still.

    You might be surprised to learn that a 16 year old is mixing your kid's cancer IVs. Don't worry though; one pharmacist signs off on all the thousands of prescriptions mixed by dozens of people (children) every day, so I'm sure it's been thoroughly checked. And if there is a problem, you are welcome to sue said 16 year old: that's why they are expected to pay for very expensive insurance with their 9$/hr. (Yes--this is the actual situation in the US. Ask me how I know. No, I don't do this job anymore; got to see too much. Also I don't take most medication anymore.)

    You make a good point, there are provisions in the bill entitled "protecting privacy." However, what comes before it is still a concern (you made me read darned thing - I hate congressional bills). It sets up a system of tracking. For what purpose? People can use bracelets that relatives can track from their cellphones. You can surely see that once a system is in place it will be much easier to expand it. This is the definition of what has been tritely referred to as a "slippery slope."

    P.S. I know I am probably overreacting. However in a society such as ours it pays to overreact to things like that, to make sure things are not slipped in under the guise of "safety" that infringe on rights and privacy or at the very least have a potential to do so. Need I mention so-called "Patriot Act"? Or Federal Reserve act of 1913? It had protection amendments in it that were later quietly removed and FR powers greatly expanded. In short I have not yet seen a government that wanted less power. They all seem to want more. And it's our responsibility as citizens to take them to task for it and to be aware.
